Representatives from rural areas including rural Wisconsin gathered at the 2023 Rural Policy Action Summit in May, hosted by Rural Democracy Initiative. Participants included Heather DuBois Bourenane, executive director of the Wisconsin Public Education Network. She discussed the under-resourcing problem afflicting Wisconsin's rural schools, which make up the majority of public school districts in the state.

"In some ways," Bourenane said to Public News Service, "it specifically impacts rural schools, which tend to have sparse populations, very high transportation costs and challenges with staffing, finding child care for educators."
